Most cycling schools and clubs open their sections from age 6-7. That's also the age from which a real junior road bike, with adapted geometry and weight, makes a real difference to learning.

Look at how progress is structured (sessions by level, not just by age), how qualified the coaches are, and the attention paid to young members' equipment. A club that properly equips its beginners generally gives better reference points from the first outings.

Not necessarily for a first taster session, but once practice becomes regular, a bike designed for a child's build (weight, geometry, adapted braking) genuinely changes position, confidence and enjoyment.
